To have a place to live, to dwell or to reside is one of the most legitimate claims of every human being. There are soc1et1es or nations within our western culture which have recognized this claim by introducing into their constitutions a legal right to minimum decent shelter (housing-space) for every citizen. It is a right comparable to “civil rights” in the United States of America.
-If we try to understand what this statement means, we quickly realize that such a right is based on a deep awareness of society at large both for the elementary needs of the individuals and for groups which in themselves form society.
The existance of such a constitutional right does not mean that every human being has in fact acquired an adequate place to dwell. It is a goal to reach or a commitment of society to provide minimum decent dwellings for every citizen as soon as circumstances allow. —Shelter for everyone should be oμe of the top priorities within the value-system of society.
